Scoping Study for initiation of Nutrition (Millets and Pulses) Mission in Maharashtra

Title of the project:

Study will cover 35 Blocks from Millets & Pulses producing districts of Maharashtra (10%f blocks of State). These districts are spread across all six regions of Maharashtra. From Each Block, 8-10 villages’ i.e. Total 250 Villages will be covered. From Each village 5% population i.e. 15-16 HHs will be covered. In all 4000 HHs from 250 villages from 35 Blocks from all regions of Maharashtra will be covered.


The total duration of internship will be 8 weeks starting from 25th May 2021. We need two interns, each will do internship in AFARM for 4 weeks. The proposed timeline for the study is as follows. • Design & development of framework & methodology of the study - 11th May 2021, • Preparation of questionnaire – sharing and revision ( 1 week) - 18th May 2021, • Digitization of Questionnaire – Mobile application ( 1 week) - 25th May 2021, • Pilot Testing of Questionnaire ( 2 weeks) - 8th June 2021, • Secondary Data collection ( 2 weeks) - 8th June2021 , • Revising questionnaire and its digital format if required, Meeting with CSO partners/ Training of Enumerators – 1 week, - 15th June 2021, • Primary Data Collection by Enumerators - 2 weeks - 29th June 2021, • Data Analysis and draft report preparation – 2 weeks - 13th July 2021 The first intern will commence his internship from 25th May for one month whereas the second interns will start his tasks from 25th June 2021

Action for Agricultural Renewal in Maharashtra (AFARM) is an Association of NGOs/ Organizations working in the field of Water, Agriculture & Livelihoods development of the Small & Marginal rain fed farmers in the Maharashtra State. Recently, AFARM has completed its Golden Jubilee Journey of advancement in rural development in Maharashtra. Over the period AFARM has emerged as one of the Resource Organizations for Planning, Implementation, and Capacity development, Monitoring & Evaluation of Water, agriculture & livelihoods development programs in Maharashtra. Being a membership based organization, networking & advocacy have remained as one of the core activities of AFARM. In this respect, AFARM has remained at the forefront in implementing various initiatives at the grass root for the sustainable livelihoods development of the rainfed farmers & advocating the issues of small & marginal farmers with the state govt. AFARM is also a member of various national level networks including RRA. Recently, AFARM has completed the process of Organizational Strategic Planning for the next decade for AFARM. The organizational goal set for next decade is to ensure Livelihoods enhancement of rural households by adopting cluster development strategy with focus on Small & Marginal farmers, Tribal & Women farmers. This goal will be achieved through integrated implementation of following interventions. • Watershed Development and Management • Climate Resilient Sustainable Agriculture - with focus on i) increasing scientific rigor in Low External Inputs Sustainable Agriculture Practices, ii) conservation & usage of indigenous seeds, iii) Soil Health improvement, iv) Integrated pest management, v) proliferation of locally produced low cost pest controllers, vi) on farm water management etc. • Strengthening of Integrated Agriculture System • Post-Harvest Management • Agri-entrepreneurship Development through farmer co-operative societies / farmer producer companies • Strengthening of Gram Panchayat and Gramsabhas for ecosystem restoration, biodiversity conservation & its management. These core interventions are proposed to be implemented through Member Organizations in order to develop capacity of member organizations in the relevant fields. In view of this that AFARM will have to take initiative to design & develop model programs in line with core program areas relevant to various agro-climatic & socio –economic zones of the state in consultation with concern member organizations. AFARM will submit such projects to funding agencies as Network Project. In Maharashtra about 80 % of geographical area is rainfed and about 75% farmers are small & marginal cultivating Millets, Coarse cereals & Pulses. AFARM is exploring the possibility of initiating Maharashtra Millet Mission in line with Odisha Millet Mission (OMM). OMM is trying to work on various dimensions of the value chain to maximise benefits to the marginalised communities while trying to adopt sustainable farming methods while working as a government program. Thus the Maharashtra Millets Mission (MMM) will need to focus on marginalised areas and marginalised communities as the central pillars in addition to replacing wheat with coarse grains. MMM need not reinvent the wheel but can build on the SOPs , approaches, organisational design, review mechanisms developed there and customise them as per the need of Maharashtra. The Maharashtra Nutrition Mission will aim to achieve nutritional food Security, Income Security to rainfed marginalized farmers and Strengthening of FPOs in Maharashtra. Objectives of the MMM would be: • To revive various Millets – Coarse cereals; Pulses • Provide assured market to Coarse cereals; Pulses by making Government to procure at MSP & Make it available on PDS, in MDM, ICDS, Ashram Shala • Increase consumption (Government agencies, rural HHs) to avail its nutritional value through Introduction of new recipes, value additions • Encourage local enterprises for primary processing For design & development of structure of MMM, AFARM in association with RRA network is undertaking a Scoping Study which will have following parameters. • Restoring and improving Household level consumption • Support to Enterprises on processing and value addition of millets • Package of Practices - Establishing Community Managed Seed System, Information of Irrigation Method of Cultivation/ Package of practices • Appropriate farm mechanisation through custom hiring centres • Block level community resource persons (CRP) • Promotion and Strengthening of Community Based Organisations • PDS Procurement • Value Chains with respect to market • consumption by government

• The study report will provide insight & inputs for the design & development of framework for Maharashtra Millet & Pulses Mission / Maharashtra Nutrition Mission • To get better understanding of Millet varieties and producers in Maharashtra • To come up with advocacy propositions as relevant

Expectations from interns:

• First intern – will be responsible for secondary data collection which include i) Block level agricultural census data, over a decade or two to map the changes in cropping pattern, ii) Fish out government policies which can encourage millet revival, iii) Agri University work latest on Millets –seeds, package of practices, pest-insect management, storage and such • Second Intern – will be responsible for Data Cleaning and Data Analysis & assist in report drafting.
